Environmental Molecular Sciences Laboratory

Location:  Richland, WA

Description: EMSL’s Mission: A national scientific user facility at Pacific Northwest National Laboratory (PNNL), provides integrated experimental and computational resources for discovery and technological innovation in the environmental molecular sciences to support the needs of DOE and the nation.  EMSL is an approximately 226,000 square foot, multi-level laboratory building located in Richland, WA and came on line in 1997.  PNNL and EMSL are managed by Battelle.   EMSL was selected for retro-commissioning as an overall energy savings effort by Battelle.

WCG Scope: Met with Owner team to develop scope and outline of the overall commissioning plan.  Interviewed staff, reviewed documents then documented the current sequence of operation, design intent and operating characteristics. Performed an assessment of commissioned systems to determine the overall condition and to update the computerized maintenance management database.  Developed and executed a detailed functional test and trend logging plan to evaluate functional operation of commissioned systems.  Conducted an assessment of the air and water balance on all commissioned equipment.  Provided an assessment report with commissioning documentation, issues lists and recommendations for remediation.  Issues:   The project is 50% complete and the commissioning process has identified over 100 issues related to the goals of the retro-commissioning plan.  Approximately 25% of the issues are related to energy consumption, 25% related to indoor environment quality (primarily temperature) with the remainder being maintenance related or other issues.
